No more meals on the county dime without prior approval.
No more use of a personal vehicle, with mileage reimbursement, if a county vehicle is available.
All county employees must spend the money first, then submit for reimbursement – but only with pre-approval. County credit cards are not to be taken out of the county.
These tighter restrictions are part of a new policy unanimously adopted by the board of supervisors last week at their July 6 work session.
The changes to the credit card policy, which had not been updated since 2005, were prompted by mainly by the "excessive meal charges," according to County Finance Director Amity Moler.
Moler said that the county's auditors, Robinson, Farmer, Cox Associates recommended the changes in policy “because of the types of regular charges and how often it happened.”
The Page News and Courier looked at copies, received through a Freedom of Information Act request, of all county credit card statements over a three-month period — from December 2009 to February of this year. The documents show one employee, former acting County Administrator Tom Cardman, who stands out from the others in meal charges.
Cardman's meal charges for December, all in Luray and Harrisonburg, totaled $208.14. In contrast, the only other meals charge by an employee for that month was for $248.71 by Kenny Fox in Building Inspections, for "meals and lodging" at a conference in Virg ...
